California’s affordable housing crisis is measured in both what must be built and what must be saved.
The state must produce 2.5 million new homes by 2030, including at least one million homes affordable to lower-income households. For the families waiting for these homes, the shortage is not abstract. It is the difference between stable housing and the constant risk of displacement.
The crisis is not one of production alone. California’s existing affordable housing stock is also under pressure. Since 2001, nearly 18,000 affordable homes have been lost as affordability restrictions expired, owners opted out, properties were sold, or homes were converted to market rate. Today, more than 46,000 additional subsidized affordable homes are at risk of losing their affordability within the next ten years, including more than 6,000 that could convert as soon as next year.
Preserving these homes is one of the most important and cost-effective ways to protect affordable housing in California. When a stable, mission-driven owner steps in, homes can remain affordable and communities can remain intact. Without this intervention, decades of public and philanthropic investment can be lost in a single transaction.
This work requires more than one project, one funding source, or one development strategy at a time. It requires land strategy, complex financing, policy fluency, construction execution, asset management, and long-term planning. PH Development Group brings those functions together in one mission-driven organization.
Our Roots
1978
PH Development Group’s work carries forward a mission that began in 1978, when a small nonprofit set out to provide safe, affordable homes for low-income seniors.
Nearly five decades later, that mission continues through a more specialized structure: PH Development Group leads development, preservation, and asset stewardship, while an affiliated nonprofit operating partner manages day-to-day property operations with a focus on compliance, maintenance accountability, and resident stability.
That structure allows each part of the organization to do what it does best: develop new housing, preserve existing communities, operate properties responsibly, and keep long-term resident stability at the center of the work.

Develop
We pursue affordable housing opportunities that require careful coordination among public agencies, development partners, community stakeholders, lenders, investors, and other capital sources. Our work brings together public land, layered financing, regulatory requirements, community priorities, and long-term operating needs to create housing that can last for decades.

Preserve
Preservation is no less urgent than production. As affordable housing assets age, face capital needs, or approach the end of their affordability periods, they need mission-driven owners who can keep them affordable. We protect prior public and philanthropic investment, support resident stability, and prepare each property for its next chapter.

Steward
Long-term stewardship is central to our model. We evaluate every property not only for feasibility at closing, but for long-term performance, compliance, capital needs, resident stability, and overall portfolio health. Our goal is to use limited resources where they can create the greatest long-term public benefit.

Partner
Affordable housing is built and preserved through partnership. We work closely with public agencies, lenders, investors, community organizations, service partners, and local stakeholders to move complex projects from possibility to long-term stability.

Innovate
We look for practical, durable solutions that meet today’s housing needs while keeping communities affordable for decades to come. We measure success in homes built, homes preserved, and communities that remain stable, well-operated, and worthy of the residents who live in them.
