Jennifer is the President and Chief Executive Officer of PEP Housing. She successfully managed the closing of over $1.3 billion in multifamily acquisitions and overseen the development, preservation and renovation of over 8,882 units of affordable housing nationwide. Jennifer is an active member of the American Bar Association’s Section of Real Property, Trust and Estate Law and served as the Chair of the Residential, Multi-Family, and Special Use Group. Jennifer also served as the American Bar Association’s Section Advisor to the Uniform Law Commission’s Unlawful Restrictions in Land Records Act Committee.
Jennifer serves as the Vice Chair of Urban Land Institute’s Affordable & Workforce Housing Council. She has taken on numerous roles with Commercial Real Estate Women Network (CREW) and served as an appointed member of various National Committees including, Network Industry Research, Member Education, and Scholarship Selection since 2016. In 2020, Jennifer was inducted into the CREW Visionaries program.
Jennifer earned a Bachelor of Arts from Wake Forest University, where she graduated magna cum laude, and holds a Juris Doctor from the University of Denver Sturm College of Law. She is a graduate of the prestigious Development Finance Certified Professional (DFCP) program of the Council of Development Finance Agencies and completed an Executive Certificate in Nonprofit Leadership from John F. Kennedy School of Government at Harvard University. Jennifer is also an active member of 50/50 Women on Boards, Impact 100 Redwood Circle, Leadership Santa Rosa, and the Junior League of Napa-Sonoma.
Katira Bertling joined PH Development Group in October 2023 as Director of Human Resources and Organizational Development, bringing a diverse professional background spanning marketing, human resources, and operations. She began her career in the publishing industry as a marketing professional before transitioning into human resources, where she has built extensive experience across all facets of HR. Throughout her career, Katira has led day-to-day HR operations, developed and implemented policies, supported organizational change initiatives, and partnered with leadership to strengthen workplace culture. As a SHRM Certified Professional (SHRM-CP), she is committed to fostering inclusive, people-centered workplaces where employees can thrive.
Katira is passionate about advancing diversity, equity, inclusion, and belonging in the workplace. She currently serves as a mentor in the LeadingAge Leaders of Color Network Mentorship Program, supporting emerging professionals in the senior services field through guidance, leadership development, and career mentorship.
Her academic achievements complement her professional experience. Katira holds a Bachelor of Business Administration in Marketing Management from Baruch College and a Certificate in Human Resource Management from Sonoma State University. In 2022, she was selected as a Public Media Diversity Leaders Initiative Fellow through the Riley Institute at Furman University, where she explored strategic approaches to diversity, equity, and inclusion and developed actionable frameworks to advance organizational excellence.
Karin joined PHDG in May 2023 as the Director of Finance. Karin is a life-long resident of Sonoma County. She spent the last 25 years as the Financial Controller/Treasurer for Alvarado Street Bakery in Petaluma, California. Karin made the decision to begin a new chapter in her life by working for a mission-focused organization like PEP after seeing the positive impact affordable housing had on her grandmother. Karin believes in the Organization’s mission and wants to serve and help others.
Karin is a Certified Public Accountant (CPA), has her B.A. in Economics, emphasis on Accounting, from the University of California, Santa Barbara, and a Master of Science in Taxation (MST) from Golden Gate University. She was an Adjunct Instructor at Santa Rosa Junior College and has served on several for profit and non-profit boards.
Yennsen Jaime is an accomplished accounting professional with more than 20 years of experience in financial management and accounting, including over 17 years specializing in affordable housing and nonprofit organizations. Throughout his career, he has built extensive expertise in financial reporting, general ledger management, accounts payable and receivable, budgeting, audit coordination, bank reconciliations, month-end and year-end close processes, and regulatory compliance.
As an Accounting Supervisor, Yennsen has successfully led and executed accounting initiatives designed to streamline processes and improve operational efficiency across multiple business functions. He serves as a key liaison and strategist for cross-functional projects, collaborating with Business Systems Support, Corporate Accounting, Real Estate Management Accounting, and Information Technology teams to develop and implement enhanced accounting workflows, controls, and reporting processes. His strong technical skills include advanced proficiency in Microsoft Excel and extensive experience with Yardi property management and accounting software.
Over the course of his career, Yennsen has progressed through increasingly responsible accounting roles, including Accounting Clerk, Junior Accounting Clerk, Accountant, Senior Accountant, and Accounting Supervisor. This progression reflects his deep industry knowledge, leadership capabilities, and commitment to continuous improvement. He has extensive experience managing complex accounting functions for multifamily housing portfolios, overseeing financial statement preparation, general ledger reconciliations, cash management, accounts payable operations, audit support, budgeting, forecasting, and financial analysis.
Yennsen is recognized for his ability to enhance accounting systems, strengthen internal controls, improve reporting accuracy, and develop efficient processes that support organizational goals. He has successfully managed property onboarding and financial transitions, led accounting teams, coordinated internal and external financial reporting, and partnered with auditors to ensure timely completion of audits and regulatory filings. His collaborative leadership style, attention to detail, and commitment to financial integrity have made him a trusted resource throughout his career.
Outside of work, Yennsen enjoys spending quality time with his wife and children. An avid sports enthusiast, he enjoys playing both baseball and softball. He is also passionate about music and enjoys playing the guitar in his free time
Stacy Walton brings more than 25 years of leadership experience in multifamily and affordable housing management, with a strong focus on HUD-regulated communities, compliance, operational excellence, and resident-centered services. Since joining PH Development Group in April 2025, she has helped advance the organization’s mission of providing quality affordable housing and supportive services for those with limited incomes.
Prior to PH Development Group, Stacy served as Vice President at Peak Living, where she oversaw marketing across a portfolio of 160 communities and 24,000 units, including affordable and conventional housing. Her career began in on-site management and progressed through leadership roles with major property management firms, building expertise in affordable housing operations, HUD compliance, portfolio performance, lease-ups, team development, and strategic planning.
Known for her collaborative leadership style, Stacy is committed to strengthening affordable housing communities through operational excellence, regulatory compliance, stakeholder engagement, and a resident-first approach that enhances quality of life and long-term community stability.
Karen brings more than 30 years of leadership experience in affordable housing, homelessness services, community development, and organizational management across Northern California. She has worked in the public, nonprofit, and private sectors, leading initiatives that expand housing opportunities and strengthen communities. She holds a Master of Public Administration and a Bachelor of Science in Business Administration from Sonoma State University and is passionate about building strong communities through collaboration and public service.
Outside of work, Karen enjoys spending time with her family, gardening, and exploring everything Sonoma County and Northern California have to offer.
Dishelle Scrivens is an accomplished Regional Portfolio Manager with more than 13 years of progressive leadership experience in affordable housing, multifamily property management, operations, compliance, and organizational development. Throughout her career, she has successfully overseen diverse property portfolios, driven operational excellence, strengthened financial performance, and developed high-performing teams while ensuring compliance with complex affordable housing regulations.
Known for her strategic leadership and collaborative approach, Dishelle has extensive experience in portfolio oversight, budgeting, occupancy optimization, staff development, regulatory compliance, and process improvement. Her professional background also includes corporate training and leadership development, allowing her to build strong teams and create sustainable operational success across multiple organizations.
In her current role as Regional Portfolio Manager, Dishelle provides strategic oversight for a portfolio of communities, partnering with site teams to deliver exceptional resident experiences, maintain regulatory compliance, and achieve organizational goals through operational excellence and fiscal responsibility.
Beyond her professional accomplishments, Dishelle is a proud mother to one daughter, whose ambition and accomplishments continue to inspire her. Motherhood has strengthened her leadership by deepening her resilience, empathy, and commitment to helping others grow and succeed. She is passionate about making a meaningful impact in the communities she serves while mentoring future leaders and fostering positive, lasting change.
